Chris Albin-Lackey is legal & policy director at the National Center for Access to Justice at Fordham Law School, where he helps lead the organization's work on legal empowerment and on criminal justice fines and fees. Before joining NCAJ, Chris was senior legal advisor with Human Rights Watch. He also worked for more than 10 years as a Human Rights Watch researcher and associate director, carrying out research and high-level advocacy on a range of domestic and international human rights problems and authoring more than a dozen Human Rights Watch reports. These included Rubber Stamp Justice: US Courts, Debt Buying Corporations and the Poor, detailing how state and local courts facilitate the debt buying industry’s efforts to turn them into default judgment mills on a massive scale, and Profiting From Probation: America’s Offender-Funded Probation Industry, examining how courts in several states turned to for-profit “offender-funded” probation companies to boost collection of court debt.
