James Scruggs

James Scruggs has worked for Legal Services Corporation (LSC) since August 2014. Before joining LSC, he worked for 18 years as a legal aid attorney, starting with Virginia Legal Aid Society in Lynchburg, Virginia, in 1996. In 1998, James began his tenure with Legal Services of Northern Virginia (LSNV), first as a staff attorney and then as the managing attorney for LSNV’s consumer law unit. Besides representing low-income clients, James conducted numerous community education presentations on consumer law issues, foreclosure prevention, and predatory lending practices targeting northern Virginia’s immigrant communities. In 2011, he was awarded the James B. Hunter Human Rights Award from Arlington County, Virginia, for his advocacy work on behalf of low-income consumers. James understands the dynamics of being the recipient of LSC funds as well as those associated with managing a grantee without LSC support. During his tenure at LSNV, the program elected to give up its LSC funding to become an unrestricted legal aid program. Later, LSNV consolidated with the Potomac Legal Aid Society to again become an LSC-funded legal services program. James was actively involved in that restructuring process, including helping design procedures and systems to ensure the implementation of an effective legal services delivery system.
